Rochelle L. Cooper

Vice President and General Counsel

Rochelle ("Shelly") L. Cooper is Vice President and General Counsel for United Space Alliance, LLC (USA) and is responsible for Legal, Global Export Compliance, Ethics, and Internal Audit. Shelly provides advice, counsel, and support in the areas of business development; benefits, labor and employment; government, commercial and international contracts; environmental, health and safety; ethics and business conduct; export control; insurance and risk management; intellectual property; litigation management; procurement; real estate and facilities; security; software transactions; training; and other corporate matters.

Prior to joining USA in 1999, Shelly worked for United Technologies Corporation (UTC). At UTC, she held various positions of increasing responsibility at the UTC Corporate Office; Hamilton Standard Division; Otis Elevators (Paris, France); Pratt & Whitney, Government Engines and Space Propulsion; and USBI Co.

Shelly received her Bachelor of Arts with Distinction from the University of Virginia in Rhetoric and Communications Studies and her Juris Doctor from Emory University School of Law.

She is on the Board of Directors of the East Coast Zoological Association (Brevard Zoo) and the Health First Foundation. Shelly previously served on the Board of Directors for the Association of Corporate Counsel (Central Florida Chapter); Brevard Community College Foundation; and the Florida Space Research Institute. She is a member of the American Bar Association; Association of Corporate Counsel; National Contract Management Association; National Defense Industry Association; and Society of International Affairs. Shelly is admitted to the Connecticut and Florida State Bar Associations.
